Ar. Henderson's answer on 16th November quoted above seems to imply a reversal of the agreed inter-departmental policy. Such a reversal would, of course, be a much more serious matter for the War Office than for the Air Ministry. If our policy in these matters were completely reversed, we should face an exceedingly heavy liability, and I imagine there might be further repercussions on the Malaya War Damage Schams itself. I hope, therefore, that the Air Ministry will find it possible, unless they are seriously proposing to alter the whole existing policy, in which case I assume there will be further discussions, to arrange for an early statement of some kind re-establishing the position.
